Captive Portal/WiFi Agreement Pages Not Working

When I try to connect to a Starbucks or Library public WiFi network, the usual pop that allows me to agree to the Terms of Service and continue to connection instead produces the error: "This webpage cannot be loaded". This seems to be specifically an issue with the config file, not Cloudflare since when I uninstalled the config it worked fine. I can't seem to isolate which setting is causing the issue though. Any thoughts?

I think I figured out a temporary solution. It seems like whenever the "Parental Controls Setting" is enabled, the webpages for captives seem to be blocked. Specifically, this seems to have to do with any settings that enforce some web restrictions on Safari (i.e., the two circled settings in the attached image). When these are not enabled, the "Parental Controls" is removed, which allows captives to go through. This seems like a non-issue anyways since the content policy (and my own Cold Turkey blocks on my browser) are good enough to support any restrictions. This is all for MacOS at least.

zenvo1001: thanks for narrowing down the issue! It could be related to screen time directly rather than the browser policies. We'll have to test that out. Thanks again
