Add Preferences for Profile Locking Behavior

The user should be able to set preferences for what happens when their profile is locked.
Currently the behavior is the same for everyone: https://www.techlockdown.com/tutorials/lock-profile
Users should be able to customize the locked profile behavior. Examples:
- Choose specific apps or categories that can always be toggled. Currently, any selected items in an Allow rule cannot be deselected. It might be useful to let the user pick specific categories that are enforced instead of enforcing everything.
