The ability to edit the schedule of a block rule and extend it to times of the day that it doesn't already cover, when a profile is locked as well as unlocked - in order to tighten restrictions. This ability should not apply to allow rules, only block rules. A user should still not be able to shorten an existing schedule when their profile is locked (as is currently the case).
