Sorry about the delayed response to this. The original goal of this application was to provide an alternative to Mobile Device Management for Android for unmanaged android devices. After prototyping this, we realized that it isn't feasible, so this project has been paused until there are changes to Android that make it possible to create a more reliable solution.
Device management is still the most reliable method for enforcing restrictions on Android. There are also good apps like Andoff, which provide a more concise device management experience.

We're close to an alpha release on this one, but the requirements have changed slightly. Basically, this Android app is going to only focus on enforcing mandatory apps so that you can't uninstall or stop apps you choose to enforce (unless you enter a pin). We're hoping that this eliminates the need to manage a device since it will work on standard Android devices.

Ben: Out of curiosity, is this app to be "totally unmanaged", or will it support device owner? Device owner could be a happy medium, as it can enforce things like DoH natively. You could check the sample https://github.com/googlesamples/android-testdpc

Douglas: the initial release is going to be unmanaged, but could easily be combined with an MDM if you wanted stricter enforcement. You might be interested in the Andoff app if device owner is important (https://docs.pluckeye.net/andoff#installing-andoff).
